The title of my speech may need an explanation. Not because of the term entorpecentes, but because of the word engracado. In the criminal sciences, few people make use of this word. And when I decided to use it, I knew I would run the risk of misunderstanding.  
Some of you might wonder why in the world I use the word "funny" in the title of this speech. I can assure you, it is not because I believe that drugs are fun and only fun. I have some sympathy for Keith Richards' statement when he was asked about drug problems during his career as the #2 of the Rolling Stones. ("I've never had drug problems. I've had problems with the police.") But there are people who die from drugs and there are people who lose one of their loved ones to drugs. So there is no reason to proclaim that basically, drugs are fun and only fun. For many people, the question is not what is the funniest thing about drugs, but if there is anything funny about them at all.  


I do not suggest that there is anything funny about drugs themselves. Of course you can laught your head off when you smoke marihuana - or when you watch people laughing their heads off on youtube. But when you grow older you probably have seen some people suffer - or die - from the consequences of their drug use, and you tend to think that there is nothing extremely funny about that, to say the least.
On the other hand, I also do not believe that there is anything funny about people who want to legalize marihuana. Who want to end the war on drugs. Just because it is about drugs, this does not mean that it is not serious. It is as serious as any other human rights issue, as any economic issue, and as any issue about war and peace - because it is a human rights issue, it does concern the economy, and it certainly has to do with war and peace, and the lives and deaths of real human beings. And many of them.
Then there are people who make jokes about people who want to stop the drug war. Sie werten sie als Kiffer ab, die nur an ihrem eigenen Vergnügen interessiert sind. Erst am 17.03.2015 riet Präsident Obama diesen Leuten, sie sollten sich mehr um den Klimawandel, die Wirtschaftsentwicklung, Krieg und Frieden kümmern - und die Marihuana-Frage ganz ans Ende ihrer Prioritätenliste setzen: "I understand this is important to you, but, you know, you should be thinking about climate change, the economy, jobs, war and peace. Maybe, way at the bottom, you should be thinking about marijuana."
 
But when you consider how much suffering the war on drugs has brought upon untold millions of people all over the world, you will not find that very funny either.

Okay, you might now ask. If you don't see anything funny in drug use - and if you don't see any reason to poke fun at those who want to ende the drug war - why did you come up with this title in the first place? Or did IBCCrim force it on you?
To sum it up: you can certainly laugh your head off while smoking some joints, but that does not make drugs an essentially funny thing - and you can certainly make fun of drug legalization activists, but that does not mean that fighting for human rights is ridiculous.  
 
If I don't see anything funny in drug use - and if I don't see any reason to poke fun at those who want to ende the drug war - why do I want to speak about the most funny aspect of mind-altering drugs?
