Thank you. Is there a criterion that excludes Romani from being counted as autochthone? Have they not spoken Romani languages in Germany incessantly for some 600 years?

Yes, by they are not seen as a "German" minority (like the Sorbs, Friesians etc.), but as European vagrants,  moving crap game. There was a lot of political pressure on the German government to include at least the Roma in the list of autochthonos minorities.
