Die Globale Drogenpolitik-Kommission (Global Commission on Drug Policy, GCDP) ist eine aus 22 Persönlichkeiten des öffentlichen Lebens bestehende Gruppe, die sich - aufbauend auf der ermutigenden Erfahrung der Lateinamerikanischen Drogen- und Demokratie-Kommission (Latin American Commission on Drugs and Democracy) - zum Ziel gesetzt hat, eine informierte, wissenschaftlich fundierte Diskussion über menschliche und effektive Methoden der Schadensminimierung für Individuen und Gesellschaften auf die internationale Ebene zu tragen.

2011 veröffentlichte die Kommission eine kritische Einschätzung des weltweiten Krieges gegen die Drogen. Der Bericht beginnt mit der Feststellung: "The global war on drugs has failed, with devastating consequences for individuals and societies around the world."

40 Jahre der strafrechtlichen, zum Teil auch militärischen und außerrechtlichen Bekämpfung haben ihr Ziel der "drug free world" verfehlt und stattdessen "spawned wide, dramatic eruptions of violence". Der Bericht empfiehlt "decriminalizing drug use by those who do no harm to others."
